Mapinfo Initialization error: unable to load the CLR (-2147467263) Issue MapInfo Initialization error: unable to load the CLR (-2147467263) Cause This error occurs when install MapInfo 11.0 on windows 7 machine. Resolution UPDATED : October 12, 2015 Troubleshooting steps: 1. Check the .NET framework, As per the MapInfo 11.0 install guide it should be .NET framework 4.0 Full. If it's not 4.0 then download and Install the .NET Framework 4.0 using the below link:  http://www.microsoft.com/en-us/download/details.aspx?id=17851 2. After examining the .net components, check if .Net services are running or not. Through the command prompt, open- cmd> type- services.msc>check .Net services is start or not if not then please start the service. 3. Also check the .Net security on the machine. These settings can prevent the application from running in certain conditions. Here are the steps to examine and update the .Net security settings: Launch Control Panel> Administrative Tools> Microsoft .Net framework (version#) configuration.In the right pane, click the link titled "Configuration Code Access Security Policy". The right pane should change to a page titled "Code Access Security Policy". In the right pane, click the link titled "Adjust Zone Security". The 'Security Adjustment' wizard will start. Click 'Next' to accept the default (make changes to this computer). The next step will show each of the "zones" (My Computer, Local Intranet, etc.). Check what trust level is the 'My Computer zone'? Check what trust level is the 'Local Intranet zone'? If either zone is less than "Full Trust", then set it to 'full trust' and try starting the application again. Note: Before installing MIPRO if possible delete the MIPro user profile folders (or just the XML files inside of them) and then do the fresh installation. I confirmed this by applying the 12.01 patch today and the resulting “Application failed to start” error occurred. Uninstalling MapInfo and re-installing the “base version, 12.0” solved the problem. It will be interesting to see if the 12.02 patch (due within initialization error unable the next week) also suffers from the same issue. Prior to me receiving the first piece of advice from Anupam, I contacted MapInfo phone support and they setup a remote session on my computer. They had to uninstall / re-install twice, including also uninstalling Discover 2013. But my machine is finally back to it’s working state, so as Cindy mentioned, it may have been some “overnight” Windows update that may haved caused issues!
