From reading about this issue in a posting on this forun over a year ago, this was meant to be fixed. I downloaded the latest version and the same behaviour exists. I'm having this exact same problem, and I haven't found any answers anywhere online. I completely uninstalled and reinstalled Oracle 10g Enterprise Edition. I can connect to the databases with ODBC and the Oracle set up programs, but not in Borland, which gives the exact error message as listed above, except OracleHomeKey is SOFTWARE\ORACLE. In https://community.oracle.com/thread/306917 my case it is: C:\Oracle\DataBase\product\10.2.0\db_1 After this set the oci.dll file location just under the Oracle Home text field.In my case it is: C:\Oracle\DataBase\product\10.2.0\db_1\bin\oci.dllclick Apply>OKNow restart the PLSQL developer.
