Resolution: Now you have to follow below mentioned steps to resolve the ORA-12541 issue. Step-1: First check your listener status. C:\>lsnrctl status The above command will show the current status of your listener. Step-2: Start the listener, if listener is not running. C:\>lsnrctl start This command will start all your listener services. Step-3: Stop the listener, if listener is running. C:\>lsnrctl stop This command will stop ora-12541: tns:no listener linux all your listener services. Step-4: Now restart the listener. C:\>lsnrctl reload This command will restart all your listener services. Note: If you want to see all the available listener commands. Type lsnrtcl help on command prompt and you will get all available options. C:\>lsnrctl help LSNRCTL for 32-bit Windows: Version 11.2.0.2.0 - Production on 02-JUL-2015 20:25:14 Copyright (c) 1991, 2010, Oracle. All rights reserved. I've started the listener no listener also. I have no problems accessing the database through SQL*Plus. I've checked the listener.ora and tnsnames.ora files and everything seems okay. We Said: From the docs: ORA-12541: TNS no listener Cause: Listener for the source repository has not been started. Action: Start the Listener on the machine where the source repository resides. Basically tns no listener the Forms server could not find the listener. First check the tnsnames.ora file and ensure that it points to the correct server and port. If the Forms server is on another machine, test the TNS resolve with tnsping from the command prompt. Finally, check the listener. First, ensure that your listener service is running. C:\Documents and Settings\ME>lsnrctl stat This should show the status of the listener and the services it is listening for. This can be due to the listener not being started or being incorrectly configured, or it can be due to a network connection problem. How to fix it[edit] Make sure that the listener is up and listening on the address[edit] For example if you want to connect to the instance with SID=ORCL on a computer named TAMIN_NT using TCP protocol on PORT=1521 then it means that a listener has to be associated with SID = ORCL on machine TAMIN_NT and be listening for TCP protocol on port 1521. The listener must be up and running when one requests a connection. To check that the listener is up and running use operating system facilities (like Start -> Settings -> Control Panel -> Services under NT) or LSNRCTL (Listener Control Program.) The STATUS command of LSNRCTL shows the current state of the listener. If the listener is up and running then it may not have been associated with correct instance or not listening for the specified protocol. This information is the Listener Parameter File ( a text file) usually located under ORACLE_HOME\Network|Admin with the name of listener.ora. The STATUS command of LSNRCTL also shows the current location of this file. However, in my personal experience a STOP and START command in LSNRCTL is required for the STATUS command to show latest changes, especially when there are multiple Oracle homes on the same computer. The listener parameter file consists of two parts. The first part is the specification of the protocols for which this listener is listening, and the second part specifies the instances to which this listener is attached. Check and make sure that they are correct. You may edit listener.ora file either by an ordinary text editor or by using the Oracle Net8 Assistant utility. Just keep in mind that a restart of the listener is required for the changes to be effective.
