have restarted my apache web server. I have even put these lines at the top of my script and it doesn't even catch simple parse errors. For example, I declare variables with a "$" and I don't close statements";". The Zend parser (the one used by php) is executed before the script is executed. So, if the script has syntactic errors, these ini_set directives are never executed and every existing syntactic error is never displayed; only logged. Remember PHP gives out lots of information about path, database schema and all other sort of sensitive information. You are strongly advised to use error logging in place of error displaying on production web sites. The idea is quite simple only developer should able to see php error log.
