Well this happened to me today, and the eventual solution was nowhere to be found out there in the Google-sphere. I would create a new user and select "Send welcome email to the new users", and as soon as I clicked "OK" I would get the following message immediately: "The user or users have been added successfully, but there was an error in sending the e-mail message. The server may not be set up correctly to send e-mail. To verify that e-mail is configured correctly, contact your server administrator." Using the handy ULS viewer, I also received the following error: An error occurred while talking to SMTP host 慭汩〮瀱牡祴楬整南癓 (don’t bother translating it, I already tried that). Yes, I checked that the SMTP service was started, and I had the correct mail alias added in the SMTP settings under IIS 6.0. Yes, those settings matched what were in the Outgoing email settings in Central Administration. I also had that same mail alias setup in the host file, and everything looked just fine.
