Application Error Access _layouts User Aspx

All was well in our site.. then, we changed permissions on a document library to no longer inherit permissions from the parent site (web) that it was a part of. Then, we added a large group of individuals to the document library permissions.. about 50 people.. hit OK and then the error occurred. The navigation menu at the top simply said "Error". If you hovered over it, it gave a stacktrace error in the tooltip. If you pulled up the site, you got a page that simply said "Cannot complete this action. Please try again." I did notice that if I navigated to any site that did NOT inherit permissions from the parent and added "_layouts/user.aspx" to the url, I was able to bring up a page.. but the navigation still said "error". However, if I added "_layouts/user.aspx" to a url which DID inherit permissions from the parent web site (actually, the top level web site), then I was NOT able to bring up the page at all. After some digging, I discovered the following in the datamodel. There is a tabled called "perms" in the content database. This table will contain an entry for any entity that has permissions assigned to it. I saw an entry for all of the sites and document libraries which had unique permissions. BUT.. I did not see an entry for the top level website. It was gone. To confirm, I created a new site collection (btw, I created it in the same web application as the broken site collection) and used another content database. In this new one (that worked by the way), I saw an entry in the perms table.. but not in the broken site. So I felt like the issue was that when the site tried to render, it could not resolve the permissions to the top level web sit

The administration panel is all set up, but we need to set up a base Team site. I tried to create a site collection and use the Teamsite as our base but I keep getting the /_layouts/error.aspx. How do you do a fresh site? There are tutorials all around on how to set up a team site once a site is already set http://stackoverflow.com/questions/14900815/sharepoint-fresh-install-how-to-set-up-site-getting-layouts-error-aspx up, but not one from a fresh install. How do we set up a new site? Kind of frustrated. We just get this error: An unexpected error has occurred. and it redirects to the /_layouts/error.aspx. Any ideas? Thanks. If not you have to do that first THEN you create a site UNDER that application. So for example, under Application Management, you create a new Application (Use claims based auth for best results), set the Port number (defaults to 80) and when that's done, it will prompt you if you want to create a site. DON'T MAKE THE MISTAKE OF USING A TEAM SITE as the top level site if you are using Server (not foundation); a top level Team Site can only create Team Sites underneath it (i.e. No publishing). If you do have an Application setup (so you know, an Application is the same as set

My userid is a farm administrator and it a site collection admin on the site in question. If I add a new application error group (to manage permissions), once I click the OK button on the create group page I get thrown to the Error: Access Denied page. Here's the strange part, the group gets created. If I try to add a user to that group, I get the access denied page but the user is not put in the group. If I try to delete the group I get an error page that says Cannot complete this action. Please try again. It appears to be only happening application error access on this one site (and it's sub-sites). There is nothing in any of the sharepoint logs or the event logs. It has got to be a permission problem but I don't know what. EDIT ------------------------------------ EDIT After some more research I found this BLOG post. It states that a .NET 2.0 hotfix is the culprit of the problem and states that removing it will fix the problem. I can't removed the hotfix because it is not installed. Are we doomed to be stuck with this problem? Create a new user dedicated to that site that is not attached to AD and give it god rights. I'm trying to troubleshoot whether its an AD or a SharePoint issue.
