But I have created another web application (say webapp2) where I can create site with microsoft built-in template. The site collection is from the site template "publishing site". After I finished the building of my site definition, I press http://sharepoint.stackexchange.com/questions/63064/why-i-see-the-page-layouts-newsbweb-aspx-after-debugging-my-sitedefiniton on F5 to debug. Then it opens my SharePoint portal in a new window and I see the page "_layouts/newsbweb.aspx". Why I see this page? Do I need first to create a new site? Answers You'll need to http://seotoast.com/access-for-a-particular-group-layouts-viewlsts-aspx/ create a new permission level that doesn't have the View Application Pages permission, and then assign everyone except group abc_cde to this new level. I did this recently for a project and created a permission level called ReadNoAllSiteContent. To create it, I made a copy of the out of the box Read permission level and then edited it and removed application error the View Application Pages permission.
