This may not have anything to do with the problem, but it is a place to start. If you can reach Safe Mode desktop, it wouldn't hurt to do some scans with Malwarebytes, SpyBot and your AV. If that doesn't help (and maybe if it did), I would then do a system restore to a point just prior to when this problem appeared.
