Another possible cause may be related to the IUSR account that is used for the Anonymous Access. If the permissions of this account has been changed the above error may occur. If this is the case resetting the account to its original state will likely resolve the issue. This is the accepted answer. It will depend on the account that you are using to run your web server. If you are using the default Nobody to run Apache then you might be accessing the cgi-bin directory with only execute permissions. You might try changing the permissions on the folder and contents to 755. Another issue might be with your web server configuration. It might help to post your httpd.conf file. Likewise, log in as the account being used to start Apache and get the current environment variables so that we can see if you have configured your PATH and shared library path correctly to reverence the Cognos bin directory.
