The most possible one I got was to reload my TCP/IP stack by ripping and reinstalling TCP/IP. I uninstall TCP/IP protocol from network control panel, reboot and reinstall TCP/IP protocol. The problem stays. When I get the error, if I closed Outlook I can see my OUTLOOK.EXE still active in the Task Manager. By "End Process" the OUTLOOK.EXE, I can restart Outlook and it start working properly. I also tried to unstalled Outlook and reinstalling it, reinstall Outlook Update (Office update) and my problem's still there. The past 3 or 4 days, OE will open, and then it sits there trying to connect. After a while it gives the message - Your POP3 server has not responded in 60 seconds. Would you like to wait another 60 seconds for the server to respond? - When you hit stop, it gives this error message - A time-out occurred while communicating with the server. If IE affects OE, then I may have left something out - I was going to try to solve it later. Sometimes when I open up IE, it comes up without the menu bar, status bar, anything except the Title Bar. When I close it, it gives me an error message about the CFD.exe not loading. (of course, now when I want to get the error message, to write it down, IE works.) When I open up IE again, it comes in fine, all the toolbars are there.
