Error 1004 Iphone When Updating Apps

I have done EVERYTHING that has error 1004 app store been suggested by Apple's site and those on discussion groups. Apple will app store error 1004 please try again later not give any specific answers unless you pay for the support. $400 for an IPOD and you must PAY error 1004 itunes for support. Anyway, I am all of a sudden not able to update apps nor purchase from ITUNES(all of my credit card info is up to date and accurate). I have restored error 1004 app store el capitan , uninstalled, re-installed etc and nothing has changed.The error I am receiving is 1004. I have even allowed ports 80 and 443 to get thru firewall(as suggested on Apple's site). Still does not work.The only thing different about the last time I was able to update apps and purchase was prior to installing IE8. I have had NO problems with IE8 and every

other program in my computer works fine. I doubt very much IE8 has anything to do with this 1004 error. I have noticed that there are literally scores of others that are experiencing the same exact problem. But, since I purchased this IPOD for around $400(with tax), I really do not want to PAY for support.So, I am asking..does ANYONE have a fix for this error?
