trying to install VSphere Client 4.1 on my machine which is running Windows 7 Pro 32bit, it gets part way through the

My https://communities.vmware.com/thread/425672?tstart=0 one laptop I had issues loading it and couldn't get it to work and believe same error as yours which is really a Windows error. I wound up spending a ton of time researching and got little help on issue, but found a blog somewhere about updating/reloading the .net framework and in my case when I upgraded my .net everything worked.
