Error Cannot Identify The User

Server is Exchange 2003 with SP 2 running on Windows 2003 server with SP2. I am familiar with Recovery Storage group and I did procedure once and it was smooth. However this time I cannot do restore on the same server where mailboxes are but on another server. I installed Windows 2003 server SP2 and Exchange 2003. Original server is named ts0009.ad.lab.domain.com and my new dummy server is called workbench.ad.lab.domain.local. Sure enough on my new server user that I need to restore doesnt exist. So i have bkf file with full exchange backup I created RSG create new database did the restore and then mounted database which mounted ok. Database name is the same as original database. Mounted ok and when I go to exchange system manager under database I can see all the mailboxes. But the problem is when I run Exmerge it gives me an error for each user 23:52:54] Error! Cannot identify the user with the msExchMailboxGuid \842\CC\9A\FF\2C\13C\B0\B3\85\0DDL\99\F2.
