The Flash Player installer is not very reliable and the messages it gives are just about useless. Just uninstall Flash then install the latest version for your coumputer. On the left side of that page under global settings manager, when I click the first item "global privacy settings panel." It then opens up a set of tabs in the space on the right hand side of that page.
