You have to do this for both compressed files.Maybe it would be easier if the developpers would compress the files in a more conventional zip format. Most servers use 2048kb as upload limit. Additionally to that was the tar.gz a lot more known than zip.We already provided the beta as tar.gz and as zip. But people with crappy servers will always have a problem. Either it is too big, or it is tar.gz, lol. This problem may or may not occur on some host. But if you are encountering this problem while installing VirtueMart on a fresh Joomla installation, then we will advise you how to stop this. First, you will need access to your FTP server and then upload a simple file to your server. Log in to your server and then navigate to your root Joomla installation. Once you are there, upload the php.ini file(attached) to your root folder. Now try installing Virtuemart after uploading this php.ini file, your installation should work fine. In some cases, the administration menu may disappear after uploading this php.ini file. Don't worry, just proceed with the installation and once you are done with, remove the php.ini file from the Joomla 'Administrator' folder. I did a fresh install of joomla 2.5.4 and attempted to install virtuemart 2.0.6 Even after uploading your php.ini to the root of the install folder and administrator folder I am still getting the error.
