Of course, being the setup geek that I am, I wanted to figure out what was happening behind the scenes. Ordinarily, .NET Framework service packs have logic built into their setup packages to automatically uninstall hotfixes and then apply the SP. That was not possible in this scenario because the fix for MS05-004 was not included in .NET Framework 1.1 SP1.
