I'm a little late to the party...but I just got a PS2 for $20 at a thrift store, and was disappointed to see the Disc Read Error when I tried to play a game. DVDs and CDs got the same error. I followed the instructions here, and turning the little white gear worked!
I marked the gear's current position with a Sharpie, and turned the gear by "clicks". The gear clicks when turned, so I turned it 3 clicks, tested, didn't work. Turned another 3 clicks, tested, etc. Took a few tries, but eventually it started reading discs!

If you have, I'll bet the first time you saw one was on the 31st day you've had it, after the Sony 30-day warranty expired. http://www.instructables.com/id/How-to-Fix-the-PS2-Disk-Read-Error/ If you're real lucky, your PS2 might last two or even three years; eventually this error will hunt down your PS2 and settle down there. If it only affects you some of the time ? you might be able to play some DVD movies, but your favorite one never loads, or you can only play PSone games and not silver-colored PS2 games ? then chances are it's not a serious error and only requires minor adjustments to your PS2. The following guide shows you how to get the PS2 open, clean it out, make your adjustments, and put it back together without any hassles. Before we begin, I'd just like to say that if your PS2 is under warranty, get this taken care of by Sony. It's not worth voiding your warranty if you can survive without it for a week or so. If your PS2 can't read anything at all, cross your fingers and read on, but you may have a more serious issue than we can fix. I am using a model SCPH-30001 Playstation 2, with a U serial number. Newer models have different heatsinks and even a different chip layout on the motherboard. Some instructions may vary or not apply for other models. My apologies to modem users, but I'm going to throw in a lot of pictures. You'll find plenty of other PS2 repair guides, but most have blurry pictures, pictures taken from across the room, or none at all. My aim is to show you every little part you have to deal with, so there's no confusion. Remember, spare parts are not your friend! We're only going to need a few tools for this. Grab your PS2, a normal-size Phillips and a flathead screwdriver, a small or jeweler's size Phillips screwdriver, a can of compressed air, and one each of (if you own any): a DVD, a PSone game, a silver PS

However, my PS2 just froze http://www.technipages.com/ps2-fix-disc-read-error while trying to read the disc. After about 4 minutes it said Disc https://www.gamefaqs.com/ps2/915821-playstation-2/faqs/19658 Read Error. It had been getting this way for a while. It would take forever to read the game disc and it would sometimes sit forever at the Browser/System Configuration screen. The unit is 8 years old so I would imagine some filth has built up on the disc reading read error laser lens inside of it. I decided to clean it out to fix this problem. Here's how it's done: Supplies: Cotton swab Small (micro) Phillips head screwdriver Standard Phillips head screwdriver Flat head screwdriver Canned air (optional) 1. Remove all peripherals from the Playstation 2. Discs, memory cards, controllers and modems. 2. Flip the unit on it's top. 4 rubber feet and disk read error 4 square plastic coverings need to be removed from the bottom of the unit. 3. Remove the coverings using a flat head screwdriver. Then remove all of the screws using the standard Phillips screwdriver. 4. Flip the PS2 back on it's right side. Remove the cover carefully, angling it down toward the front of the unit and flipping it over. Careful, there is a ribbon cable attached on the front side. 5. After the cover is removed, the top of the disc drive is revealed. The top of it must be removed with a small screw driver. Remove the 4 screws to it. 6. Carefully remove the top to the disc drive, and the inside is exposed along with the disc reading lens. 7. Using a damp cotton swab, gently clean the disc reading laser lens. 8. To finish things off you may want to use some canned air to clean out other parts inside of the unit. Put the PS2 back together and it will read discs just like it did when you first purchased it.
