We have re-imaged our school district computers https://helpx.adobe.com/photoshop-elements/kb/microsoft-c-runtime-error-launcing.html with XP SP3 and IE7, and now on Creative Suite CS3, only Photoshop will not open as a student. It opens only as administrator and students get the runtime error. All other apps in the Suite work fine. They worked with the same install job before the updates, and reverting back is not an option. I have two high schools with site licenses and have to get this working by September. Thanks! The DRM is looking for the origional system settings and things are not matching up because it was re-imaged.Here is a microsoft site that you can read and it might help you out.http://support.microsoft.com/kb/308419 Like Show 0 Likes(0) Actions 2. It started all of the sudden. I used Illustrator Wednesday evening. Thursday afternoon was the next time I tried to use it. That's when the message started. I have uninstalled and reinstalled and it still isn't working. Have you figured out what was causing your issue? The only thing that I did Wednesday night was run disk defrag (my PC really needed it). Can I undo that to see if the runtime error goes away?
