I've fixed it (occasionally) by verifying the disk cache. right click on the game in steam and click on verify files. But after a while it still shows up. I'm not sure what the solution is. This game hasn't worked for the past 5 months if not longer. I have also recently runtime error formatted to Windows 7, but I got the same error back on Windows Vista.
