It was running on a domain controller which no longer need to be a DC. I removed the DC role from windows 10 update the server and now clients no longer receive updates. I've tried uninstalling/reinstalling WSUS, but it hasn't helped. I've checked permissions/security on folders/registry/IIS according to Microsoft documentation. The client WindowsUpdate.log has an error with GetAuthorizationCookie, which I've included below. I know the issue is related to removing the DC role.
