I have tried cmd prompt and 'msconfig' I have double checked by going to control panel/administrative tools/services Help and Support is not listed in either place windows 10 so I cannot "start the service" from there. Expand [+] the Services and Applications branch. Click on Services. Scroll down to Help and Support. Double click that. In the Startup type pulldown, set it to Automatic. This technical note describes the symptom and solution. Symptom When attempting to access the product help, you may see a message similar to the following: Figure 1. 'Why can't I get Help from this program? The Help for this program was created in Windows Help format, which was used in previous versions of Windows….' Explanation The Attachmate products and versions (listed in the Applies To section above) provide application help in the WinHelp (*.hlp) format. Beginning with Windows Vista, the Windows Help program (WinHlp32.exe) is no longer included with Windows. Microsoft prohibits redistribution of the Windows Help program. Solution To view the help files, you can download and install WinHlp32.exe from the Microsoft Download Center. The downloads support 32-bit and 64-bit editions.
