Try "nobind" in client config. When you say the "Linksys router gets flooded", have you run tcpdump to see what the flooding packets look like? (useful to see if there's some kind of routing loop) The

"Network is unreachable" message is an ICMP message probably being sent to the OpenVPN server from the Linksys box because it doesn't know how to route UDP packets back to the client. It might be useful to log onto the Linksys box if possible and see what the routing table looks like (are you using any dynamic routing daemons?). Another possibility is that the Gentoo box is losing its default route for some reason. What does the routing table look like here when the "Network is unreachable" messages start? Following the instructions on the OpenVPN HOWTO, I've got OpenVPN up and running to "Initialization sequence completed". https://openvpn.net/archive/openvpn-users/2005-02/msg00172.html When I try to connect from the client, I see evidence of traffic reaching the Pi (including the public IP address of the client), but TLS never completes.
