By right, it should allow me to do so, but on certain windows XP PC that I am using, this doesn't work. Here is the simple test program: import java.net.InetAddress; import java.net.MulticastSocket; public class MulticastTest { public static void main (String[] args) throws Exception { int port = 45588; String group https://community.oracle.com/thread/1146761 = "228.10.10.10"; MulticastSocket s = new MulticastSocket(port); s.joinGroup(InetAddress.getByName(group)); Thread.sleep (500000); } } If you run two processes of this program, by right it shouldn't have any error. But on one of my PC, the second process always gives this error: Exception in thread "main" java.net.BindException: Address already in use: Cannot bind at java.net.PlainDatagramSocketImpl.bind0(Native Method) at java.net.PlainDatagramSocketImpl.bind(PlainDatagramSocketImpl.java:82) at java.net.DatagramSocket.bind(DatagramSocket.java:368) at java.net.MulticastSocket.

I need to read the code a little more to understand it better. But can you give a try to -Dhudson.udp=32850 (a port other than 32848 which seems to be occupied on udp).
