I had to right click how to fix navigation to the webpage was canceled and go to the Properties of the .chm file and click Unblock. Then I was able to view the CRM 2011 IG .chm file successfully. I have never seen that and even when I did some searches online I saw that a few people had run into this, but I didn't see any resolutions. It could possibly be a permissions issue or group policy issue. You could try open this on another computer, or one that is not on your domain to see if it's a permissions or group policy issue. If that doesn't work you may want to try contact Windows support to see if they have any other ideas.
