The policy files are in separate folders. A file like "8.0.50727.4053.policy" can be opened in Notepad. And the "50727" is the CLR number of .net 2.0, which is how I can tell by inspection, that the particular file is related to my .net 2.0. I don't have 3.0, 3.5, or 4.0, as otherwise, patches might have pushed out more policy entries. C:\WINDOWS\WinSxS\Policies The policy file seems to say "substitute this for that". So has something to do with versioning. I can't really tell by looking at them though, whether they're all side effects of .net or not. As for the versions of CLR numbers, I recognized the 50727, from this article. It won't remove a version of .net that ships with the OS. So for OSes that already had .net in them, the version that ships, stays there. It's on the premise that the OS "would be broken" if you removed its private version/layer.
