I tried everything that adobe.com suggests with no success. I almost paid out to upgrade to CS6... As a last resort, I reinstalled Photoshop CS4 and that broke the spell. Everything now works fine. The error 150:30 is described as a "license termination issue." There are 5 steps listed by Adobe to work this issue and they emphasized using the steps in order and not to jump over any step. For instance, the 1st step suggest locating the folder/file "Flex net" Numerous attempts to locate this file came up empty. So, I jumped to the 2nd suggested fix which was to download the "repair license" software which I did. When I tried to activate it, a warning came up stating that "they no longer support Power PCs." What to do? Come to the experts like I should have initially found on this forum. What led to this problem was that my Maverick 10.9 had degraded to the point that it would not boot up past the Air Drop log in page, asking for a password, something I never accessed. Brought it to Apple Tech's and their initial fix didn't solve the problem. So, on my return visit they stated that the fix had to be a complete wipe of the hard drive and reload of Mavericks. That they did and its been working flawlessly since until I attempted to access Photoshop Elements to process and edit photos. That's the story. What's the fix? Certainly Adobe isn't of any help. To true of many software companies isn't it? Here's hoping. PPC apps are no longer supported and haven't been since OS X Lion. Also, when you post you should be telling us which Mac you have (year and model) and version of OS X you're currently running.
