Because there are so many causes to this problem, there is no universal solution, but there are a few steps that solve the majority of known causes. Allow Windows to troubleshoot the problem itself first by running the network troubleshooter and following its suggestions. In most cases, if the troubleshooter can not provide you with the solution, it will usually give you valuable information such as the status of certain hardware and software, and possibly save you time and effort. Step 1: Download and Run/Save the Error Repair Tool Step 2: Next, click the SCAN button. Step 3: Click the REPAIR button to fix your errors. The first step in finding the cause and solution for this error code is to ensure the modem is working properly. First of all, check to see that there are no other programs currently using the modem. Performing a clean boot may identify any third party applications or start-ups that may be the cause of the error. Check to see that the correct modem is installed, if not, remove the current modem, restart the computer, install desired modem, then restart again. Anti-virus software can interrupt modem connectivity, so be sure to try disabling it to see if that solves the problem.
