I got a connection only by adding a new protocol IPX at both ends. Still get the error message and no TCP/IP connection just an IPX connection. Windows 7 raises this error, if dial-up connection is trying to connect to Internet Service Provider. It is also due to enabling Negotiate multi-link for single-link connections" option. You need to disable it to fix the error and here are the steps. Go to Control Panel >> Network Connections. Right - Click on the dial-up connection and select “Properties”. Tap on the “Options” tab and click “PPP Settings”. Uncheck the option “Negotiate multi-link for single-link connections” and click “Ok”.
