If so what are the permissions (usually system and administrators full control on default). it could be that the permissions error is being generated when the log file attempts to be created. Are you using multi-homing on the second IP? If so, make sure the bound domain is exactly right, and that your DNS is exactly right otherwise it could be you are getting a 403 from wherever that DNS entry is pointing and not your server (have seen this happen before thanks to a slipup in dns settings).
