This message is sent by Packeteer PacketShaper. I tried looking the error up on Google but the results were usually referring to specific websites. I have been getting this on every website I go on, even Google, and I doubt they're having trouble with too many connections. Other people in the college dormitory have experienced the same thing and I'm wondering if anyone has a solution... Update: Oh and if not a solution, maybe a reason for getting the error? If you made a recent change then I would undo the change and see that fix the issue. The next thing I would do is check the Application Pools and check the username/password for the default application pools. Expand IIS and right-click Application Pools select Properties then click the Identity tab. My Identity user is predefined as Network Service. I changed this once to Configuralble IWAM_User and received the same error. Other than that I would check with your ISP to make sure nothing has changed on their end or your network has not dropped. Additionally, if you right-click an individual web site then select properties under the Home Directory tab you will see which Application Pool is being used for that particular site (if any).
