I experienced the same issue the other day on a clients network scans also using SMB what I did find was that password protected sharing was disabled under advanced sharing settings on the host PC. In that list you will see a reason for the error. You might see Login Error, Server Connect Error, or something else. It turned out to be some stuck job that was blocking the rest of them and I had to go in and manually remove it from the Q and it was hidden strangely by some passcode you had to know to get in there.
