Sol Hi Roady That's what got me. I never did a custom form. I run Outlook as it comes from Microsoft. I did a clean install of Vista and Office 2007 and did an easy transfer from my old setup (XP, Office 2003). The was there from the start; Could not install the custom actions. No other repair routine or install/uninstall fixed this problem. Only what I described brought about a solution. Thanks! This seems like a perfectly reasonable sysadmin question. –jhs May 3 '09 at 18:57 add a comment| 2 Answers 2 active oldest votes up vote 1 down vote accepted Found the solution. It was caused by the Microsoft LiveMeeting add-in. It created a message form in the C:\Users\[current user]\AppData\local\Microsoft\FORMS folder that was corrupted. Deleted it and it fixed the problem. share|improve this answer edited Jul 25 '12 at 2:15 Scott Pack 12.3k63678 answered Apr 30 '09 at 23:53 Jim McKeeth 1,04641419 add a comment| up vote 0 down vote This is also likely related to a WebEx plug-in. We've been trying to track this error down with the frequent occurrence with our customer. However, we are integrating Live Meeting currently, and the same error returns for one of our users. I wonder if Live Meeting uses forms similar to the WebEx

Many of our readers reported different issues with outlook and some of readers reported that when they start outlook the see the error message saying “Could not install the custom actions. The object could not be found.” or “Outlook cannot open this item. The object could not be found.“ while others reported that they could not run outlook on windows xp as when they try to launch outlook it throws the error saying “Microsoft Outlook has encountered a problem and needs to close. We are sorry for the inconvenience.” For different outlook versions they may see different errors like Microsoft Office Outlook 2007: Cannot open your default e-mail folders. The information store could not be opened. Microsoft Office Outlook 2003: Cannot start Microsoft Office Outlook. Unable to open the Outlook window. Microsoft Outlook 2002 and Microsoft Outlook 2000: you may see the following error messages. Unable to open the Outlook window. No profile has been created. The list of Profiles cannot be loaded. An unexpected error has occurred. After searching about this problem there could be different reasons because outlook may not start on your windows computer. Following are solutions to different outlook problems because of which it may not launch or run when you try to launch it from Start menu or Run prompt. Fix 1: Could not install the custom actions. The object could not be found - Error Starting Outlook This problem can occur if either of the following are true: Your frmcache.dat file is corrupted or it is missing one or more .cfg files from the following folder: \Program files\Microsoft Office\Office12\Forms\1033 Outlook uses the .cfg files as the default forms for Outlook items and rebuilds the forms cache file with these .cfg files in most situations. If these .cfg files are missing then Outlook cannot create a new frmcache.dat file or repair a corrupted one. In order to fix this problem, you will need to delete the frmcache.dat file and start Outlook Exit Outlook. In Windows Explorer, open the following folder (depending on your version of Windows): Windows XP C:\Documents and Settings\username\Local Settings\Application Data\Microsoft\Forms Windows Server 2003, Windows Vista, or Windows 7 C:\Users\username\AppData\Local\Microsoft\Forms Delete the Frmcache.dat file.
