Required field indicates with red star by default. But you can customize tool tip for required field and apply some formatting if field is empty (for example red background if field value is empty). To do this, you need to uncheck "Cannnot be blank " settings for control and then add custom rule: Home ribbon tab, Rules-> Ad Rule->Is Blank->Show Validation Message or\and Formatting(bad). After looking at the form and the the form Infopath KBs available, it seemed like this particular condition where client was unable to save the form because of trying to remove an Inactive user and re-saving the form with an active user, is a undocumented bug with Infopath. There is simply no documentation or solution for it. The only possible solution that I could figure out was - to edit the list infopath cannot submit in datasheet view and remove the column entries where this Inactive user is listed. So under List tab -> select datasheet view and then scroll for your column where you have Inactive user. Remove the entry and then click on the other row to save the row. Make sure you see the little green dots scrolling while saving the row, towards the right bottom of the screen. Make sure all mandatory fields are available and deployed in newform.aspx Or If you don't want them to be displayed in newform.aspx just remove mandatory option Republish the form and check behavior.
