Check whether you are using JRE 1.5. This seems to be an issue (I was not able to create a new WebI report in e6.5.1. When http://www.forumtopics.com/busobj/viewtopic.php?t=51171 I started using JRE1.4, I was able to create new reports). To make sure JRE is the issue, try to create a report using HTML Report Panel instead of Java Report Panel (from options). Hope this helps.
