If, as with me, it didn't because it was pointing to a bad disk nameā¦ * Quit Server.app if it's running * sudo rm ServiceData * sudo ln -s /Volumes/your actual drive here/Library/Server/ProfileManager *sudo chown _devicemgr:_devicemgr ServiceData * Restart Server.app et. voila. I found a lot of places asking for an answer to this, but no-one getting beyond "if wipe db didn't do it, reinstall the OS". Hopefully this last step will help someone in the future.
