If so, this would be one of the most dramatic currency errors in United States history from the standpoint of sheer numbers. The bills have the Treasury seal, serial numbers and Federal Reserve district number printed on the back of the bill, rather than on the face where they belong. Normally, these are the only elements printed in green on the front of U.S. currency, so their absence leaves the error bills with a colorless black-and-white look. In fact, one dealer comments that they look very much ''like play money.'' The mistake occurred when the sheets containing the bills were fed into automated processing equipment face down, instead of face up. This was during the third and final phase of their printing - the step in which the serial numbers and seals are overprinted. In producing the nation's currency, the U.S. Bureau of Engraving and Printing first prints the reverse side with green ink; then prints the face with black ink. Then, in the final stage, it overprints the serial numbers and the seals on the face with green ink. In recent years, this last step has involved the use of machinery known as Currency Overprinting and Processing Equipment (COPE). The equipment saves several million dollars each year by automating tasks that formerly had to be done manually. However, its use removes a number of visual inspections that previously were performed. While the system is said to be ''fail-safe''
