One of my users has OWA accounts with two other entities.Only my server causes issue. (error 12031). My personal OWAworksfine. I tested on varous computers - no issues. If I test the affected user's OWA on my machines, I can replicate the exact issue that the user has. This leads me to believe that the issue is is with the server and specific to the user's account. The user has a windows7.5 phone and the phone exhibits no problems synching.
