I would get the same issue when a non-admin user would launch the software for the first time. I found that it was trying to access the actual MSI file itself to finish the setup for that user account, since that user didn't have full access to where the MSI was installed digital signature policy from, it would give that error. To resolve the issue, I made a script that first copies the MSI to a local hidden folder, which authenticated users have FULL rights to, c:\CABS\ then run the Install from there. When the user launches the application the first time, it has full access to the MSI and finishes the setup and opens the program successfully. Hope that helps you too.
