a computer that is running Microsoft Windows Server 2003 or XP, the following error message displays:Code:Error 1718. File FileName was rejected by digital signature policy.Similar errors may also appear stating:"The installation of location>\ArcGISServerDotNet931.msp is not permitted due to an error in software restriction policy processing. The object cannot be trusted."OR"1706 The installation source for this product is not available. Verify that the source exists and that you can access it."This happens during the installation of an ArcGIS .msp file such as service packs and the 9.3.1 update. Cause This problem occurs if the Windows Installer process has insufficient contiguous virtual memory to verify that the .msi package or the .msp package is correctly signed. Solution or Workaround A supported fix is available for Windows Server 2003. See the Related Information below for the Microsoft Knowledge Base document as well as the Windows Server 2003 fix.Completely exit from the ArcGIS Service Pack installation.Download and install the Microsoft hotfix. See below for link.Reboot machine.Install the ArcGIS Service Pack.Note:This error can also occur on Windows XP; however, Microsoft has not released a fix for this issue. I have read that on XP and Server 2003 a KB update was released by Microsoft but isn't relevant for 8.1 obviously.Wondering if anyone has any advice please.I was also wondering if it could have anything to do with Applocker i am currently exploring that avenue.The application in question is a in http://support.esri.com/technical-article%5C000013208 house application and 65,716KB.Any help is much appreciated. 0 Comments [ + ] Show Comments Comments Please log in to comment Answers 0 I had the same issue with an older MSI from a vendor. I would get the same issue when a non-admin user would launch the software for the first time. I found that it was trying to access the actual MSI file http://www.itninja.com/question/error-1718-msi-was-rejected-by-digital-signature-policy itself to finish the setup for that user account, since that user didn't have full access to where the MSI was installed from, it would give that error. To resolve the issue, I made a script that first copies the MSI to a local hidden folder, which authenticated users have FULL rights to, c:\CABS\ then run the Install from there. When the user launches the application the first time, it has full access to the MSI and finishes the setup and opens the program successfully. Hope that helps you too.
