This issue occurs when the Network Service account does not have the correct permissions error 1920 on C:\Program Files\Common Files\Microsoft Shared\OfficeSoftwareProtectionPlatform. To resolve this issue, full control must be given to the Network Service account on the ‘OfficeSoftwareProtectionPlatform‘ folder.
