I would suggest that you check to see if your email settings are correct according to your ISP. What emall ports are being used? Says I need to "contact Microsoft or Norton", never mind that all the google searches I've done for this problem indicate it's almost always an ISP issue if disabling email scanning in Norton still doesn't fix the issue.
