be different from server to server, but in my case the problem was occurring at this line in /includes/filerepo/backend/TempFSFile.php: $newFileHandle = fopen( $path, 'x' ); The value of $path is partly based on the global wfTempDir() function, defined in /includes/GlobalFunctions.php. This function does several checks to find a good temp folder for creating images; on my system, it failed to find anything in the environment and was falling back to sys_get_temp_dir(), which told it to use "/tmp". This should have been valid, because that folder is world-writable and there are in fact temp files there... but when I told fopen() to use a different path, it started working. Querying the api, I see that the image that's failing shows it's from local repo while a random image from commons that doesn't exist on your wiki displays as being from wikicommons. The $wgImageMagickConvertCommand should give the full path of the convert command, and it is usually installed in /usr/bin, so that is why it is usually set to "/usr/bin/convert". Remove the /usr/bin/convert directory you made and install ImageMagick. The link Ciencia provided tells you where to go for that, or look for it in whatever package manager your system is using. jpegs are being converted by something else, perhaps GD as part of your PHP install, as that same linked page explains.
