I followed all instructions found on Microsoft site specific to this error EXCEPT for uninstalling a component prior to installing the same component again only because I could not find said component to uninstall, so I went ahead with the install process. This is because the incompatible assemblies between VS2008 RTM and sp1. The Microsoft.VisualStudio.DataDesign.SyncDesigner.DslPackage.dll is not successfully upgraded to SP1 version. Error Message: Could not load type ‘Microsoft.VisualStudio.DataDesign.SyncDesigner.SyncFacade.SyncManager' from assembly ‘Microsoft.VisualStudio.DataDesign.SyncDesigner.DslPackage, Version=9.0.0.0, Culture=neutral, PublicKeyToken=b03f5f74f11d50a3a'. Per Microsoft, this error occurs because there are incompatible assemblies between VS2008 RTM and VS2008 SP1. The Microsoft.VisualStudio.DataDesign.SyncDesigner.DslPackage.dll is not successfully upgraded error message to the SP1 version. To fix the problem, I reinstalled Visual Studio 2008 SP1. You can download VS2008 Service Pack 1 here. After the VS2008 SP1 install, I was able to use the "Data Source Configuration Wizard" successfully.
