In servers only 1 thing can use 1 port at the same time. It says maybe another server is running on that port? how do I know for sure? If there is another server running http://www.planetminecraft.com/forums/failed-bind-port-t203310.html on my :25565 port how do I terminate it? Or will I have to choose another port? If you're using the default port (25565) and it says that, then it means that the server process is still running in the background or you have something else on that port. Are you self hosting? Sometimes a server will run in the backround and already binded to port 25565I would stop all java services and try to restart. If you close the console (a.k.a. the command prompt on windows or terminal on Mac), the server will still be running in the background, but won't be joinable. Thus, giving you the error: Fail to Bind to Port. I'm sorry if this sounds rude, but this is the truth: I recommend NOT trying to setup a server if you do not know much about how a server works.
