Pacman Failed To Commit Transaction Unexpected Error

After having a full system update fail, I started to go package by package as shown below. I am having trouble updating my manjaro installation. problem. When I issued the command pacstrap /mnt base base-devel the programs start downloading and when all downloaded I got an error message: failed to commit transaction(conflicting files). I read pacman wiki and it says in case you run into this error you have to use the –force command. However, in this case the download is triggered by pacstrap rather than pacman, so I don't know how to issue the force command. So I am stuck. Any help would be appriciated.
