I keep getting random system error messages regarding IP Conflicts with another device on the network. Please do not give advice on how to check/fix IP conflicts. I have been working on this for over six months now with various tech advice groups, my ISP etc. It cannot be fixed as it is most likely my ISP issuing duplicate IP addresses and they won't do anything to stop it. And no, I cannot change ISP as they are the only one in my area and they barely speak English (I'm not in US or UK). I do not have a network and only have one machine connected to a DSL modem via ethernet cable. There is no one hacking or riding on my account. I have reformatted HD and re-installed Windows. The supposed conflict does not affect my internet connection and browsing and downloading works fine. All I want is to disable the the error message popup which keeps obstructing my screen over and over. I have already tried the Disable Ballon Tips registry hack and all other "turn off message" or reporting options in Windows. Anyone have any ideas.
