Bring up the Info window for the hard drive and set the ownership to be ignored. To make copying the library quicker you should look into a backup application that does incremental backup, i.e. copying only those new or changed files. One that I use is Synk Pro. It can be setup to automatically run whenever it senses a change to the library. There's an option to not have it run while iPhoto is open which I use. Then when I close iPhoto it automatically kicks in and backs up. I can backup a 2000+ library to another HD is less than 30 seconds. You can find other backup applications that might fill the bill by searching for "file backup".
