Download the installation file of IE9. http://windows.microsoft.com/en-gb/internet-explorer/downloads/ie?SignedIn=1 2. Boot into Clean Boot environment. http://support.microsoft.com/kb/929135 3. Please try to install IE9 again. If you still encounter the error message during installation process, please collect the screenshot for me or provide the detail error message. In addition, providing the windowsupdate.log file will be helpful.Kim Zhou TechNet Community Support

I have run the Windows system update readiness tool, sfc/scannow, several mrfixits, windows update diagnostic etc etc.. IE9 is NOT in my programs list so cannot uninstall, I tried the uninstall using the cmd line and it is still there. When looking at the cbs log I get heaps of error messages about CBS Watchlist Package Missing 0x80070002. It appears lots of people have this problem with updating ie9, my machine is a Dell Inspiron N5110 i7 running windows 7 home premium which came with everything preloaded.
