In the DHCP server there is the IP address currently assigned to the user and a "BAD_ADDRESS" "This address is already in use". If I delete the "BAD Address" and unplug the network cable from the port on the wall and plug it back in the user gets a IP address conflict again. If you have managed switches, you should be able to search the MAC Address tables to determine which port the offending device is connected to.
