After a quick call to PayPal, they said they did an update yesterday that 'unaccepted' the merchant agreement. They fixed paypal error it on the phone in about 5 minutes. I took a look at the global error log and only see two other stores with this code. One of them's from June but the other has paypal error code happened multiple times today, so we'll email that store so they know. If you can provide any additional details I'd be interested. OneClick Member September 2010 I don't know how widespread it is, but he said it was a known issue before he even looked at my account. Also, our account is a few years old and I know we've been grandfathered into the new system, so perhaps it doesn't effect newer stores. See what paypal had to say below. It sounds like there is a chance you may receive this error anytime Paypal changes your account, but it resets automatically (and fairly quickly). Hello David, My name is Messan with PayPal Merchant Services, we spoke on the phone earlier. As we discussed error 15003 is typical to when your account has been changed or reset from our end.
